JOB SUMMARY:

Manages the City’s urban forest; supervises and participates in parks maintenance; plans and organizes Parks Division activities and provides guidance and direction ensuring work standards are met.

DUTIES AND RESPONSIBILITIES:

  • Organizes, schedules, coordinates, supervises and inspects the work of Parks Division staff
  • Supervises and participates in the maintenance of the City’s parks inventory; the maintenance of playground equipment; snow and ice clearing from parking, pedestrian and airport areas; garden design, planting and landscaping; and turfgrass and irrigation system maintenance
  • Trains coaches and mentors staff in best practices for horticulture and arboriculture, maintenance technique and equipment operation
  • Maintains daily activity records for the section
  • Provides design and technical support to the Engineering Division for new or modified landscaping or parks inventory additions
  • Assists in the preparation of the annual Parks Division budget, prepares job cost estimates; prepares specifications for new equipment and assists in acquisitions
  • Liaises with user groups, other Departments and contractors regarding Parks Division activities including special events and airport grounds/seasonal runway conditions
  • Attends division safety talks and conducts crew talks; ensures employees follow safe work procedures and have required safety training and equipment; conducts safety inspections of worksites and equipment and ensures corrective measures are taken
  • Ensures required equipment and supplies are ordered
  • Ensure employees renew certificates and attend certification courses
  • Operates Parks Division equipment such as a crane, forklift, and small hand and power tools
  • Operates City vehicles (Class 3 with Air or lesser)
  • Required to work outside of regular hours to deal with emergencies
  • May be required to fulfill standby responsibilities to respond to inclement weather and airport seasonal runway conditions
  • Maintains professional and technical requirements for the position
  • Performs related duties as assigned

REQUIRED QUALIFICATIONS:

  • High School (Grade 12)
  • Diploma in Horticulture or Trades 2 Landscape/Horticulture qualifications
  • International Society of Arboriculture (ISA) Certificate
  • Hazardous Tree Risk Assessor Certificate
  • Valid B.C. Class 3 Driver’s Licensee with Air Endorsement
  • Landscape Integrated Pest Management Certificate
  • Class 22 Radio Telephone Operator’s Restricted Certificate
  • Crane Operator Certificate
  • Traffic Control Person Certificate
  • W.H.M.I.S. Certificate
  • Airside Vehicle Operator Permit (AVOP)
  • CSA Playground Safety Certificate
  • Fall Protection Training
  • Forklift Training
  • Up to date knowledge of the City’s computerized systems, administrative systems and office technology as required

 

REQUIRED EXPERIENCE:

  • 3 years experience in Parks Division including supervisory experience
  • Or an equivalent combination of experience and education

PAY RATE:

This is a union position with the current 2018 pay rate of $38.55 per hour as outlined in the Canadian Union of Public Employees Local 798 Collective Agreement.

HOURS OF WORK:

7:30 – 4:00 pm, Monday through Friday, 8 hours per day and 40 hours per week
