JOB SUMMARY:

Supports more senior members of the Planning Services team to guide the City on a variety of strategic, social, economic, and environmentally sustainable actions. 

DUTIES AND RESPONSIBILITIES:

  •         Manages simple to medium-complexity development proposals, from pre-application to completion, including rezoning, subdivision, development permit, development variance permit, and temporary use permit applications
  •          Prepares and presents staff reports to committees and City Council, that address simple to medium-complexity land use development applications, community plans, and policy development. 
  •          Assists applicants to understand City processes and how to complete necessary applications
  •          Prepares and reviews draft plans, agreements, covenants, easements, rights-of-ways, policies and land use bylaws
  •          Undertakes technical analysis and evaluation for a broad range of planning projects
  •          Administers bylaws and policies related to land use planning and ensures compliance with the Local Government Act and Community Charter
  •          Supports the initiation and management of planning initiatives that are consistent with the City’s Strategic Plan
  •          Represents the City’s interests to the Federal and Provincial Governments, development industry, community groups, and the public, and gathers input on planning and development decisions
  •          Builds and maintains effective relationships with internal and external contacts, the public at large and the development industry
  •          Attends division safety talks and required safety training; follows safe work procedures; reports hazards, injuries and near misses
  •          Maintains professional and technical requirements for the position as required
  •          Performs related duties as assigned

 REQUIRED QUALIFICATIONS:

  •         Bachelor Degree in community planning, landscape architecture, geography, or a related discipline
  •          Strong report writing, research, analytical, and problem solving skills
  •          Excellent interpersonal, communication, and organizational skills
  •          Thorough knowledge of City bylaws, the Community Charter, the Local Government Act, and other provincial policies relating to planning
  •          Valid B.C. Class 5 Driver’s License
  •          W.H.M.I.S. Certificate
  •          Up to date knowledge of the City’s computer applications, administrative systems and office technology as required

REQUIRED EXPERIENCE:

§  4 years experience in planning and development in the local government sector or private sector

§  Or an equivalent combination of experience and education

PAY RATE:

This is a union position with the current 2023 pay rate of $39.79 per hour as outlined in the Canadian Union of Public Employees Local 798 Collective Agreement.

HOURS OF WORK:

8:30 am – 4:30 pm, Monday through Friday, 7 hours per day, 35 hours per week
