JOB SUMMARY:

Responsible for the processing of all aspects of payroll in a timely, accurate and efficient manner and supervising payroll staff.  Considerable responsibility and independence of action is exercised, working within set guidelines.

 

DUTIES AND RESPONSIBILITIES:

  • Organizes, schedulescoordinates, and inspects the work of payroll staff; provides or plans for training; sets day-to-day performance goals; measures and reviews performance and provides feedback
  • Produces the payroll cycle; enters and verifies timesheets according to policies and collective agreements, reviews and resolves problems, processes transactions and adjustments, maintains and files payroll records
  • Initiates payroll deposit transfers to financial institutions and verifies deposits
  • Prepares monthly reconciliations of all payroll related accounts
  • Prepares, reviews and remits government and agency reports for the Canada Revenue Agency, Statistics Canada, pension plans, insurance carriers and unions, as well as other required reports
  • Calculates and reconciles employee vacation and benefit entitlements, banked time balances, WorkSafeBC and disability accounts
  • Answers enquiries and provides guidance, information and documentation to other City departments related to payroll matters
  • Attends division safety talks, crew talks and required safety training; follows safe work procedures; reports hazards, injuries and near misses
  • Calculates overhead rates and wage adjustments for the budget process
  • Ensures payroll software formulas reflect current statutory requirements; coordinates implementation of any new software including testing and confirmation that required operating criteria are met
  • Reviews payroll related policies, procedures, software processes and workflows within Financial Services and other departments; recommends and implements improvements and changes;
  • Maintains professional, technical and regulatory requirements for the position
  • Performs related duties as assigned

 

REQUIRED QUALIFICATIONS:

  • High School (Grade 12)
  • W.H.M.I.S. Certificate
  • Canadian Payroll Association Certified Payroll Manager designation
  • Strong problem solving, analytical, and organizational skills
  • Up to date knowledge of the City’s Finance and/or Payroll specific computer applications, administrative systems and office technology as required

 

REQUIRED EXPERIENCE:

  • 3 years of payroll experience of significant complexity and responsibility, preferably in a public sector and/or union environment
  • 1 year of experience supervising the payroll function (may be concurrent with payroll experience)
  • 6 months experience using payroll software (may be concurrent with payroll experience)
  • Or an equivalent combination of experience and education

 

PAY RATE:

This is a union position with the current 2023 pay rate of $38.28 per hour as outlined in the Canadian Union of Public Employees Local 798 Collective Agreement.

 

HOURS OF WORK:

8:30 am – 4:30 pm, Monday through Friday, up to 7 hours per day, up to 35 hours per week
