JOB SUMMARY:
Performs advanced accounting processes and provides technical guidance to the Accounting Services group.
DUTIES AND RESPONSIBILITIES:
- Researches, interprets, and advises on technical financial issues to comply with PSAS and other legislation
- Compiles, processes, reconciles, interprets, analyzes, and provides recommendations on financial information for Management’s review
- Prepares financial statements, supporting schedules, and notes for Management’s review
- Performs complex period-end functions such as working papers, lead sheets, reconciliations, continuity schedules, journal entries, higher-level accounting analysis and responding to auditor requests
- Assists with the annual budget and five-year plan, liaising with other departments when required
- Completes financial reports, surveys, and grant reports required by management, external agencies, and other levels of government for Management’s review
- Administers and maintains the General Ledger and City’s Asset Management program
- Supports the risk management function and insurance claim process
- Provides accounting related expertise and guidance to staff
- Reviews and approves work performed by finance staff as assigned
- Responds to internal and external job-related inquiries
- Reviews and approves payments as authorized
- Leads special projects and assignments as directed
- Conducts research and analysis and may report or present on findings as directed
- Maintains job-related records in accordance with the City’s Records Management Program
- Recommends and implements improvements to job-related policies, procedures, processes, and systems
- Documents all job-related processes and trains support staff
- Attends division safety talks, crew talks and required safety training; follows safe work procedures; reports hazards, injuries and near misses
- Maintains professional and technical requirements for the position
- Performs related duties as assigned
REQUIRED QUALIFICATIONS:
- W.H.M.I.S. Certificate
- Minimum alphanumeric net data entry speed of 6000 keystrokes per hour
- Minimum net typing speed of 40 words per minute
- Advanced spreadsheet software capabilities (Microsoft Excel)
- Basic word processing software capabilities (Microsoft Word)
- CPA Designation
- Bachelor Degree in business or a related field
- Thorough knowledge of Public Sector Accounting Standards (PSAS)
- Thorough knowledge of applicable sections of the BC Local Government Act and BC Community Charter
- Able to operate job-related software programs, administrative systems and office technology
REQUIRED EXPERIENCE:
- 5 years of related experience
- Or an equivalent combination of experience and education
PAY RATE:
This is a union position with the current 2023 pay rate of $47.57 per hour as outlined in the Canadian Union of Public Employees Local 798 Collective Agreement.
HOURS OF WORK:
8:30 am – 4:30 pm, Monday through Friday, 7 hours per day, 35 hours per week
