The City is seeking an enthusiastic, motivated and strategically minded professional to fill the position of Manager of Engineering Services who has the expertise to participate fully as part of the Infrastructure Management Team in order to ensure a coordinated effort in the delivery of essential City services. 

Under the general direction of the Director of Infrastructure Services, the incumbent is responsible for planning, organizing, assigning and supervising the work of the Engineering Division.

The Manager liaises with local community stakeholders, developers, utility companies, and local and senior government authorities ensuring high quality engineering standards and practices for the City of Powell River.  Further, the Manager assures that these standards and practices are applied and adhered to by the Division.

The ideal candidate will have:

  • Post Secondary education in Civil Engineering Technology or equivalent
  • Experience with civil engineering construction project management and budget control
  • Eligibility for membership with the Applied Science and Technology Association of BC
  • Excellent financial analysis, strategic planning, fiscal and project management skills
  • Superior written and verbal communication skills
  • Well developed organizational and time management skills
  • An ability to lead and collaborate with inter-disciplinary teams to meet business challenges and create opportunities

 

JOB DESCRIPTION

POSITION SUMMARY:                    

Under the general direction of the Director of Infrastructure Services, the incumbent is responsible for planning, organizing, assigning and supervising the work of the Engineering Division. The incumbent participates fully as part of the Infrastructure Management Team to ensure a coordinated effort in the delivery of essential City services.

SUPERVISION EXERCISED:           Engineering Staff

 

KEY RESPONSIBILITIES:

  1. Manages the overall operation of the Engineering Division. Assigns, coordinates, reviews and oversees all work carried out by Division staff.
  2. Liaises with other departments to ensure a coordinated effort in the delivery of essential City services.
  3. Liaises with local community stakeholders, developers, utility companies, and local and senior government authorities and attends meetings with same as and when required.
  4. Develops policies, procedures and programs for accomplishing approved objectives, including the development of methods, standards, scheduling and reporting systems for an effective delivery of City services.
  5. Responsible for ensuring high quality engineering standards and practices for the City of Powell River and assures that these standards and practices are applied and adhered to by the Division.
  6. Coordinates and oversees the development and control of the Engineering Division’s operational budget and the City’s infrastructure capital budget.
  7. Manages the City’s Asset Management System and provides advice to the Director of Infrastructure Services to secure the sustainability of the City’s infrastructure.
  8. Supervises and performs related administration for the Engineering Division staff including recruiting, evaluation, performance management and effective communication and motivation. Holds regular staff meetings and ensures that staff is fully informed regarding Division matters.
  9. Ensures that safety procedures and standards are followed by all staff throughout the Division.
  10. May assume the duties of the Director of Infrastructure Services in his absence.
  11. Carries out other related duties as may be assigned.

Required Qualifications

Thorough knowledge of:

  • All aspects of municipal engineering including water, sewer, roads and drainage services
  • Municipal engineering maintenance and construction practices, materials, tools and equipment
  • The occupational hazards and safety requirements of the work
  • Modern office methods, record-keeping, budgeting and computer systems

Skills and Abilities:

  • Ability to direct and coordinate an effective and efficient municipal engineering department
  • Ability to effectively supervise the work of a varied group of division personnel
  • Ability to communicate tactfully and effectively with developers, contractors, engineers, the general public and staff
  • Ability to read and interpret plans, designs, specifications and related material, recognize requirements and recommend changes and corrections
  • Ability to work effectively without direct supervision
  • Strong problem solving, conflict resolution and negotiation skills

Required Training and Experience:

  • High School (Grade 12) graduation plus completion of a two year program in Civil Engineering Technology or equivalent certification, including experience with civil engineering construction project management and budget control
  • Must maintain a valid British Columbia Class 5 driver’s license and provide personal vehicle for use during working hours during which time and expenses will be compensated
  • Eligibility for membership with the Applied Science and Technology Association of BC
